    Monitoring and enforcement of the rule of law in the EU: rhetoric and reality

    The rule of law is one of the fundamental values on which the EU is based according to Article 2 of the Treaty on European Union (TEU). Faced with what has been presented as an increasing number of challenges to the rule of law in EU countries, the European Commission adopted a new EU framework to strengthen the rule of law in March 2014. Rather than supporting the Commission's proposal, the Council proposed its own solution last December: a rule of law dialogue between national governments to be held once in year in Brussels. Earlier this year, the liberal group in the European Parliament (ALDE) proposed the establishment of a 'rule of law pact', modelled on the Stability and Growth Pact for the euro area, with the aim of more effectively guaranteeing Member States' compliance with the values laid down in Article 2 TEU post EU accession.

    This event will bring officials and academics together to reflect on the mechanisms put forward by the European Commission and the Council of the EU to more effectively uphold and safeguard the rule of law within the EU. The keynote speech will be given by Claude Moraes MEP, Chair of the Committee on Civil Liberties, Justice and Home Affairs.

    The conference is jointly organised by the Bingham Centre for the Rule of Law and Middlesex University's School of Law. This conference is funded through the Jean Monnet Chair of EU Public Law held by Professor Laurent Pech, Head of the Law and Politics Department at Middlesex University London.
